醇钠法是醇与碱金属的氢氧化物反应，生成碱金属的醇化物，然后与三氯氧磷反应得到。减压法是在减压条件下，醇与三氯氧磷直接反应，减压排出生成的HCL得到TOP。目前，我国TOP的生产工艺路线都是采用减压法，其工艺流程如下：

将2-乙基乙醇加入反应釜，冷却降温至10℃以下,缓缓加入三氯氧磷,搅拌下进行反应,逐渐升温至60℃，用水泵抽出反应产生的氯化氢，反应完毕后加入10%碳酸钠溶液进行中和，再用80℃的水进行洗涤；采用真空水蒸气蒸馏的分离方法精制粗TOP，脱除2-乙基乙醇。分离磷酸三辛酯和TOP后，经吩咐过滤即得成品。
