Hexachlorocyclotriphosphazene (NPCl 2) 3, reacted with 2, 3-di (o-hydroxyphenylene) quinoxalin in the presence of a base, to yield tris [2, 3-di (o-oxyphenylene) quinoxalin] cyclotriphosphazene. The synthesis of 2, 3-di (o-hydroxy phenylene) quinoxaline was carried out through three steps: benzoin condensation, oxidation, and reaction of diketone with diamine.
